US import requirements for frozen rabbit meat from China differ between products for human consumption and ingredients for pet food production. Preparing the shipment starts with checking the Chinese processing plant's export qualifications and confirming which US Food and Drug Administration (FDA) requirements apply.
This guide covers those supplier and import checks alongside the ocean route, transit time and shipping costs.
US Import Requirements for Frozen Rabbit Meat
Rabbit Meat for Human Consumption
For plain frozen rabbit meat imported for human consumption, the Animal and Plant Health Inspection Service (APHIS) requires no veterinary import permit or official veterinary certificate. APHIS lists commercial edible rabbit and hare meat as unrestricted animal products. If the product contains meat from another species, assess that ingredient separately.
Edible rabbit meat falls under FDA oversight. Rabbits are outside the species covered by mandatory inspection by the US Department of Agriculture's Food Safety and Inspection Service (FSIS), which offers voluntary rabbit inspection.
The processing plant must hold FDA food facility registration unless an exemption applies. FDA also requires Prior Notice for the shipment unless a shipment exemption applies.
Under the Foreign Supplier Verification Programs (FSVP) rule, the US owner or consignee at entry must verify the supplier unless an exemption applies. Without a US owner or consignee, a US representative of the foreign owner or consignee serves with signed consent. The entry must identify that responsible party; FDA accepts a Data Universal Numbering System (DUNS) number for this purpose.
Rabbit Meat for Pet Food Manufacturing
Raw frozen rabbit for pet food needs its own APHIS assessment. FDA's animal-food guidance calls for an APHIS permit for animal-origin ingredients from countries with relevant livestock diseases exotic to the US. The permit exemption for edible rabbit meat does not automatically extend to raw rabbit supplied for pet food.
Product specification: Species, country of origin, treatment beyond freezing and intended use provide the information needed to assess entry conditions.
Permit decision: Use the APHIS Veterinary Services Permitting Assistant to establish whether a permit is required. If the result is inconclusive, obtain a product-specific decision from APHIS Veterinary Services. Any permit issued sets out the supporting veterinary certificate or treatment evidence needed for entry.
Repeat orders: Keep the determination with the specification. A change in species, source or processing triggers a new review.
FDA preparation combines the product declaration with supplier verification. The entry must describe the animal species, processing and intended use.
If you manufacture the pet food and act as the ingredient's FSVP importer, a compliant supply-chain program under FDA's animal-food preventive-control rules can satisfy the ingredient's FSVP requirements. The program covers supplier approval and verification.
This does not remove the entry identification requirement: each entry line still needs the FSVP importer's name, email address and FDA-recognized unique facility identifier.
Chinese Supplier Qualifications for Rabbit Meat Exports
Supplier verification should link the actual processing plant and its records to the production lots being shipped.
1. Plant identity and lot records
The supplier documents need the processing plant's legal name and street address. For purchases through a trading company, the invoice should be supported by production and carton records identifying the plant behind each lot. For cargo from two plants, the packing list should separate the lots and carton counts.
2. Human-food export records
The processing plant and supplying rabbit farms need China Customs filing records. The exporter or its agent submits each lot for export inspection and quarantine. The release record, whether a certificate or customs-declaration endorsement, should match the lot on the packing list.
3. Pet food ingredient export records
For meat declared as a feed ingredient, the producing plant and exporter need separate checks. Under China Customs Order No. 283, effective from November 2026, producer registration is required when the destination country requires China to register the exporting plant.
The exporter also files as a feed exporter with its local China Customs office no later than its first export inspection application. That separate filing is waived when the exporter is also the registered producer of the goods.
For the shipment itself, each lot still goes through export inspection and quarantine. The contract, producer's inspection record and issued customs documents should identify the same plant and lots as the packing list.
4. FDA registration and import alerts
Obtain the facility's FDA registration number, legal name and address from the facility or its authorized contact. Use the plant's identity and product details to check FDA Import Alert 99-19, which lists specific Chinese plants and rabbit products subject to detention without physical examination because of Salmonella concerns. The same plant-and-product check applies to repeat purchases.
US Customs Entry for Frozen Rabbit Meat
The broker needs the importer of record's number and bond details for filing with US Customs and Border Protection (CBP).
For the Importer Security Filing (ISF), the ISF importer or its agent must submit eight of the ten data elements at least 24 hours ahead of loading onto a US-bound vessel. Container stuffing location and consolidator details are due no later than 24 hours ahead of US arrival.
English country-of-origin marking is required. For rabbit meat reaching the ultimate US purchaser in its original cartons, those cartons must identify the Chinese origin, for example, "Product of China." A label only on pallet wrap does not suffice if the wrap is removed earlier. If repacking for resale conceals the original marking, the new packaging must identify the origin.
The broker must confirm both CBP clearance and FDA release. An FDA hold means the cargo must stay at the designated location unless FDA authorizes a move. For refrigerated cargo, examination arrangements also need to preserve access to power while the container is held.
Ocean Reefer Shipping from China to the US
Frozen rabbit meat can ship from Qingdao, Shanghai, Ningbo and Yantian in Shenzhen in full container load (FCL) reefers. The processing plant's location, empty reefer availability and US-bound services determine the practical loading port. The selected carrier must confirm reefer space and acceptance of the product for that sailing.
Loading Frozen Rabbit Meat
For a −18°C shipment, the supplier should release meat already frozen to the agreed product temperature. Confirm that condition from the loading temperature record, rather than the reefer display, which shows the unit's operating temperature.
Equipment and airflow: The pre-trip inspection (PTI) checks the refrigeration unit. Carton and pallet placement must keep the floor channels and return-air path clear.
Settings: The shipping instructions should state the set point and ventilation setting. Frozen meat normally travels with the fresh-air vent closed.
Monitoring: If the purchase contract requires independent monitoring, temperature loggers supplement the carrier's unit data. Further loading considerations are covered in our frozen meat reefer shipping guide.
Ocean Transit and US Delivery
Direct-service gateways from China include Los Angeles, Oakland, New York, Savannah, Charleston and Houston. The origin port and carrier service determine whether a vessel transfer is needed. For a transshipment booking, confirm both vessel legs, the connecting departure and powered storage during the transfer.
Selected direct services from Shanghai take about 15 days to Los Angeles and 31–38 days to New York, Savannah or Charleston, port to port. The estimated transit time from Qingdao to Wilmington is 46–48 days, subject to the booked reefer schedule.
Both the booked sailing and any replacement must meet the receiving facility's minimum remaining shelf-life requirement after transshipment, release and inland transport.
For container drayage requiring continuous refrigeration, the truck needs a generator set to power the reefer. If the cargo transfers to a refrigerated trailer, arrange a temperature-controlled unloading area and coordinate the facility appointment with port pickup.
Frozen Rabbit Meat Shipping Costs from China to the US
For a Q3 2026 Qingdao–Wilmington project, the freight reference was USD 7,500–8,500 for one reefer container. For a current budget, request a quotation stating the container size, sailing and included charges.
Ocean reefer rates change with the port pair, sailing date and equipment availability. Repositioning an empty reefer also affects the rate.
Terminal power, brokerage and refrigerated delivery to the receiving cold storage facility are quoted separately from port-to-port carriage.
| Cost item | Typical charge |
|---|---|
| Ocean transport | Reefer freight and carrier surcharges |
| Port handling | Terminal handling, plug-in and monitoring |
| Customs entry | Broker fee, bond, duty and government fees |
| Refrigerated delivery | Reefer drayage or refrigerated truck, chassis and empty return |
| If the shipment is held | Exam transfer, extra storage or power, and equipment charges after free time |
During a hold, storage, reefer power and demurrage and detention charges follow their respective tariffs and any applicable free time. Moving the container to an examination facility adds transfer costs. See our reefer demurrage and detention guide for details.
The duty calculation below covers China-origin frozen rabbit meat under code 0208.10.00.00 in the Harmonized Tariff Schedule of the United States (HTSUS). Finished pet food needs separate classification.
As of November 2026, the combined duty is 43.9% of customs value where both Section 301 measures apply. This adds the 6.4% general rate, the 25% List 3 duty and the additional 12.5% duty introduced in July 2026.
The calculation also includes two government fees. The Merchandise Processing Fee (MPF) is 0.3464% of entered value for formal entries, with a fiscal year 2027 minimum of USD 34.58 and maximum of USD 670.86. The Harbor Maintenance Fee (HMF) is 0.125% of cargo value for vessel imports at covered ports.
Example for a USD 40,000 customs value when all three duty components apply
| Government charge | Amount |
|---|---|
| Import duty | USD 17,560.00 |
| Merchandise Processing Fee | USD 138.56 |
| Harbor Maintenance Fee | USD 50.00 |
| Total government charges | USD 17,748.56 |
Ocean freight, brokerage and cold-chain handling are excluded from this calculation.

Frequently Asked Questions
Can we use the same FSVP if our supplier switches to another processing plant?
If the change brings in a different foreign supplier under FDA's rules, the FSVP importer needs to evaluate and approve that supplier for the food. The review follows the actual producer even if the purchase order still names the same trading company.
Does each shipment need a new FDA Prior Notice?
Yes. Prior Notice applies to each shipment unless an exemption applies, including repeat orders for the same product from the same supplier.
Does a "human-grade" claim change how rabbit meat for pet food is imported?
Meat intended for pet food production follows the animal-food import pathway. A human-grade claim on the finished pet food is a separate labeling matter.
Can a reefer move to a cold storage facility while FDA examination is pending?
Yes, if the move is authorized for that entry and the facility can receive the reefer. This permission covers the transfer only; the goods must stay out of distribution until FDA releases them.
Who is the FSVP importer when frozen rabbit meat ships under DDP?
The FSVP importer is the US owner or consignee at entry, or a consenting US representative when no US owner or consignee exists. Identify that entity separately from the customs importer of record when setting up a DDP shipment.
